Hiroko Ichijo is a descendent of royalty; her ancestors were the original judges of the ancient Japanese Inquisition. Today, in modern Tokyo, Hiroko has an underground company called Japan Inquisition Inc. Essentially, she and her assistants capture criminals, mostly thieves and embezzlers, and torture them until they reveal the whereabouts of their stolen loot. Hiroko is amassing her fortune in hopes that, one day, she can buy a castle and live in grandeur with her trusted teammates. She is also a lesbian who pleasures herself constantly with a perky female assistant. Most of the film deals with the gang's attempt to break a self-assured bank manager who has snatched a million dollars from his company. The inquisitors torture both him and his girlfriend until he finally surrenders the combination to his safety deposit box.

Director Gaira incorporates his affinity for splatter, S&M, black humor, sex and melodrama (this film is considered another entry in his splatter-eros series, preceded by his ENTRAILS OF A VIRGIN and ENTRAILS OF A BEAUTIFUL WOMAN) but it can be recommended for acquired tastes only. Some viewers will be offended by the surprisingly graphic sex scenes, while others will be nauseated by the casual stream of on-screen brutality (which includes dismemberment, ripping off toenails, yanking out teeth, to mention only a few of the atrocities). However, the campy script does manage to cushion the meanspirited scenes, ever so slightly.

Incidentally, director Kazuo Komizu is credited as the first Japanese filmmaker to make a movie about zombies in that country with BATTLE GIRL: LIVING DEAD IN TOKYO BAY.
